Is it "fair use" to use a few seconds of a recording, or to reprint a few bars of notated music or a few lyrics without a license?

"Fair use" is a statutory defense against an accusation of copyright infringement, which is a bit like pleading "not guilty by reason of insanity." Therefore you can only claim "fair use" in court after someone has sued you for infringement. A better approach is to ask for permission from the publisher before you commit to using someone else's copyright.
